Can I make it in any size?
Yes, you can make or customize it for any size. You should have a tape measurement and measure your head circumference. You can make chains and measure your head circumference with chains. For example, I made 90 chains for head circumference = 56cm / 22 inches (adults), but when you measure it with a tape measure without a stretch the result is 53 cm / 20 inches.

Start with chains = head circumference – 3 cm (1 inch), I made 90 chains. Sl st in the last stitch from the hook.
Round 1: ch 2, sc in the same st, sc around, sl st in the 2nd ch to join. (90 sts).
Round 2: ch 2, turn your work, and hdc in back loop only around, sl st to join. (90 sts).
Round 3-9: ch 2, turn your work, and hdc in back loop only around, sl st to join. (90 sts).
Round 10: ch 1, turn your work, and sc in back loop only around, sl st to join. (90 sts).
Leave a long tail to wrap with it. Fasten off.
Now wrap with the tail 2 times in the middle of the headband, then tie a small knot in the back of the headband and cut the ends.
